Job Description

Job Summary
Performs full lifecycle recruiting and maintains excellent relations with hiring managers, candidates and the community. Assists hiring and human resources (HR) managers with screening and selecting qualified applicants to fulfill staffing needs. Assists and coordinates all recruiting functions.

Job Duties/Tasks/Responsibilities
  • Establishes recruiting requirements by studying organization plans and objectives and meeting with operations to identify needs.
  • Works with hiring managers to iimplement methods to attract and retain skilled craft and leadership from the open shop market
  • Verifies skills and abilities of the worker to ensure meets the requirements of the position to be filled
  • Follows the processes to properly on-board craft and leadership from proper paperwork, background screening, work with operations for any required training verification, support and guide them through the utility specific in-processing, facilitate site arrival.
  • Support proper layoff along with operations to ensure exit interview, close out checklist complete, and follow on job opportunities.
  • Work with operations and training to support craft career development for future growth
  • Continuously communicates with hiring and HR managers regarding the status of positions.
  • Serves as point of contact for the community with questions regarding recruiting.
  • Identifies and utilizes the most effective methods for attracting top talent for open positions including placing job advertisements, contacting recruiters and using news groups and job websites.
  • Determines applicant requirements by studying job descriptions and qualifications.
  • Determines applicant qualifications by interviewing applicants, analyzing responses, verifying references and comparing qualifications to job requirements.
  • Achieves results in support of HR and company mission and goals.
  • Organizes interviews by coordinating schedules, arranging travel accommodations and community tours and escorting applicants to interviews.
  • Screens and identifies the most qualified candidates for the position available.
  • Builds and maintains strong relationships with community organizations, colleges, employment agencies, and recruiters to improve the company's image and build a stronger applicant pool.
  • Builds applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media and internet sites; providing company information regarding opportunities and benefits and making presentations.
  • Works with the Compensation department in determining hiring offers to ensure compensation practices are consistently and appropriately applied.
  • Provides direction and guidance to Recruiter 1.
  • Identifies opportunities to improve efficiencies in current policies and procedures.
  • Performs other duties as assigned.
 
Minimum Education, Experience and Certification Requirements
Education
  • Bachelor's degree required in human resources, communications, marketing or a related discipline
Certifications
  • None required
Required Experience
  • A minimum of 5 years of experience in full lifecycle recruiting
  • 3+ years recruiting craft for nuclear outages
Preferred Experience
  • Oracle experience

Required and Desired Skills
  • Intermediate proficiency using server-based applicant tracking systems
  • Intermediate proficiency using Microsoft Office products
  • Demonstrated ability to recruit for a broad range of positions
  • Ability to travel
  • Strong initiative and judgment
  • Advanced internet usage skills with experience mining online databases
  • Ability to quickly learn systems, processes and procedures
  • Strong attention to detail, organizational skills and time management skills
  • Detailed knowledge of all full lifecycle recruiting components including sourcing, qualifying, networking, assessing, legal, job analysis, wage and salary trends, relationship management and due diligence
  • Demonstrated creativity, short- and long-term recruiting vision and business understanding
