Job Description/Tasks/Responsibilities
  • Oversees the analysis and evaluation of air, water and land systems to determine the environmental impact of operations and directs the implementation of appropriate corrective action if necessary. Develops and maintains policies, plans and procedures related to air, water and land systems in accordance with organization and government rules and regulations. Evaluates operations and makes recommendations to reduce waste and/or pollution. Develops, establishes, and oversees implementation of the Environmental Management System pursuant to DOE O 450.1, Environmental Protection Program as required by location.
  • Provides oversight, direction and training to Environmental Compliance staff to ensure all environmental compliance activities related to a site, program, project, function and/or facility process(es) are conducted in compliance with established rules, regulations, policies and procedures and to ensure high quality products and services for EnergySolutions customers.
  • Manages staff selection, development and retention. Establishes and monitors work goals and objectives. Evaluates employees through performance reviews, ongoing coaching and feedback methods.
  • Oversees routine monitoring program activities performed by environmental technicians and walk-down program activities performed by environmental specialists.
  • Develops and maintains environmental policies, plans and procedures. Follows organizational policies and procedures and ensures staff is in compliance.
  • Provides effective oversight and support to the assigned business unit.
  • Ensures resources are adequate to support operations.
  • Keeps abreast of changes to federal, state and local regulatory requirements.
  • Prepares and negotiates permits required for environmental compliance activities [i.e., air quality, water quality, and solid/ hazardous waste permits such as National Emission Standards for Hazardous Air Pollutants (NESHAPS) permits, National Pollutant Discharge Elimination System (NPDES) permits and Resource Conservation and Recovery Act (RCRA) permits].
  • Performs incident investigations and initiates appropriate corrective action(s).
  • Performs audits and assessments to ensure environmental compliance with regulatory requirements.
  • Reviews reports submitted to regulators (e.g., annual RCRA reports) to ensure regulatory requirements are met and approves the reports before their submittal.
  • Prepares and administers budget according to plan. Monitors budget variances. Provides explanations on variances and takes appropriate action.
  • Prepares and documents environmental threats analysis as required by location.
  • Develops and oversees programs for the conduct of air emissions and effluent monitoring.
  • Gathers environmental monitoring data and fulfills regulatory reporting requirements. Gathers design data for development of environmental permit applications as required by location.
  • Reviews design, construction and operations documents to ensure compliance with environmental laws and regulations. Incorporates design data into permits and interfaces with the regulatory division and DOE to finalize permits as required by location.
  • Submits appropriate environmental Permit Applications to Federal and State Department of Health and Environmental Control through DOE and/or the Site Environmental Authority and ensures that all requirements of the permits (sampling, reporting, etc.) are met as required by location.
  • Reviews all sampling and monitoring data for completeness.
  • Ensures that permit constraints are incorporated into design criteria, construction/procurement specifications and operating procedures as required by location.
  • Ensures storm water controls are maintained in compliance with permits and works with the construction staff to ensure environmental releases of chemicals are properly dispositioned and required notifications are made as required by location.
  • Performs other duties as assigned.
Job Requirements/Skills
  • Detailed knowledge of applicable environmental compliance codes, standards and regulations
  • Detailed understanding of how to prescribe, apply and assess compliance with applicable codes, standards and regulations
  • Ability to manage and/or monitor multiple projects and activities occurring simultaneously
  • Strong leadership and coaching skills
  • Strong verbal and written communication skills
  • Strong presentation skills
  • Advanced proficiency in Microsoft Word and database applications
  • Advanced competency working with spreadsheets
  • Proven ability to perform in an environmental program supervisory/managerial capacity, and a broad understanding and knowledge of environmental law and regulations
  • Experience in assessing, developing, and implementing environmental programs for DOE construction and nuclear operations as required by location
  • Knowledge of current technology and capabilities of environmental monitoring practices and sample collection

Physical/Mental Requirements and Working Conditions
  • Ability to lift and carry up to 25 pounds; reach above or below shoulder
  • Ability to use hands and feet to accomplish tasks as assigned
  • Ability to sit, stand, walk, climb, and bend/stoop
  • Ability to effectively communicate; pass audiogram in hearing conservation program as required by location
  • Ability to see close and distant; basic colors
  • Basic computer skills
  • Ability to work inside an office, outside, and on walking uneven surfaces
  • Ability to work alone, work with others, and interact with the public
  • Ability to drive a vehicle
  • Ability to perform under deadline pressure
 
Minimum Education, Experience and Certification Requirements
Education
  • Bachelor's degree required in engineering or science (e.g., biology or environmental sciences)
Certifications
  • None required
  • A professional certification in an engineering or science field preferred
  • Certification as a Certified Hazardous Materials Manager or Certified Safety Professional is preferred
Required Experience
  • A minimum of 10 years of experience in environmental compliance. Experience dealing with state and/or federal regulators
