JOB SUMMARY
Responsible for the development and management of complex, multi-year fixed price, time and materials, labor hours and cost-type agreements (subcontracts) requiring ongoing oversight and administration of statements of work and terms and conditions. Collaborates closely with Program Management, Engineering, Operations, Finance, and Quality.

JOB DESCRIPTION/TASKS/RESPONSIBILITIES
•    Responsible for managing the formation and issuance of solicitations, evaluation of proposals, negotiation and award of procurements and the closeout of procurements from cradle to grave.   Ensures value-based selections are made when proposals are received.
•    Negotiates pre-award subcontract pricing and provisions, identifies and manages supplier risks, determines offer responsiveness, eligibility for award, sourcing justification, and coordinates evaluation team discussions.
•    Ensures cost or price analyses are conducted and adequately documented to ensure fair and reasonable prices.
•    Develops subcontract line item structure and coordinates subcontract payment schedule development.
•    Advises Project Managers (PM’s) and Requestors on compliance matters and recommends actions necessary to avoid serious procurement / subcontract issues.
•    Consults with internal Clients (PM’s, Requestor’s, Business Development, subsidiary PM’s, etc.) on subcontracts and related issues.
•    Frequently interfaces with Subcontractors or Suppliers, Quality Assurance (QA) , External Auditors, Internal Program/Project Managers, Legal, Accounting, Finance, HR and others.
•    Coordinates, develops and produces procurement documentation including procurement plans, source selection plans and evaluation criteria, agreements, data submittal requirements and proposal preparation instructions.
•    Maintains accurate and complete procurement files in accordance with EnergySolutions’ procurement policies and procedures.
•    Oversees the management of subcontractors to ensure fulfillment of contractual obligations. Negotiates changes to purchase agreement terms and pricing.
•    Prepares and controls (manages) procurement correspondence to suppliers.
•    Assists in the negotiation of Business Development proposals and their terms and conditions to minimize risk and  maximize revenue and fees earned.
•    Communicates proposed bilateral and unilateral contractual changes to Finance and Project controls groups to determine the profitability impact of the changes.
•    Subcontractor invoice review and coordinates invoice payments with project management, accounting and finance department.
•    Strong interface with procurement and field surveys to verify work progress by subcontractors to support invoicing in accordance with the subcontractor agreement.
•    Develops and maintains strong business relationships with the subcontractors.
•    Manages administrative tasks including the coordination and support of milestone payments, performance based payment, invoice review, and ongoing communication with the subcontractors and program teams.
•    Resolves subcontract disputes and develops solutions in resolving supplier contractual issues that requires a high level of creativity.
•    Reviewing, Distributing and Filing Intracompany Work Requisitions (IWR’s)
•    Performs other duties as assigned.
•    There is no supervision of other workers at this level.

JOB REQUIREMENTS/SKILLS
•    Ability to develop and negotiate teaming agreements, master subcontract agreements, and blanket purchasing agreements
•    Proven ability to build and maintain solid relationships based on mutual respect with senior level internal and external customers, peers and team members
•    Demonstrated ability to influence key decision-makers and to effectively negotiate with Subcontractors
•    Ability to simultaneously manage multiple subcontracts and priorities
•    Strong problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity. Strong negotiation and interpersonal skills and demonstrated project management skills.
•    Strong written and verbal communication skills, strong presentation skills, and the ability to listen well and communicate effectively with others
•    Proven ability to collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others
•    Proven track record that includes collaborating with Program Management and Engineering/Technical individuals regarding management of contractual requirements.
•    Ability to draft complex subcontracts and/or purchase orders for virtually all requirements
•    Detailed knowledge of contractual concepts. Ability to research legal issues with minimal assistance.
•    Demonstrates leadership capabilities through problem solving and customer service.
•    Demonstrates skills and continual improvement in the subcontracting and procurement discipline.
•    Demonstrates skills and is viewed across the organization as an expert in the subcontracts and procurement discipline
•    Ability to read understand basic engineering documents

MINIMUM EDUCATION, EXPERIENCE, CERTIFICATIONS AND REQUIREMENTS/SKILLS
Education:

•    Bachelor's degree in a business related field required or equivalent experience as defined below. 

Required Experience:
•    A minimum of 15 years purchase agreement administration experience working in an environmental, nuclear or heavy equipment industry
•    A minimum of 10 years major subcontract administration experience
•    Experience as a lead negotiator of one or more major procurements in excess of $100M
•    Experience with settlement negotiations and binding and non-binding arbitration. Experience with performance bonds, parental guarantees, and letters of credit.
•    Basic knowledge of ERP/MRP procurement systems

Preferred Experience:
•    10 years of purchase agreement administration experience operating in a Commercial NRC QAP Project environment and/or a FAR/DFAR Project environment. (if being hired into buying position with federal government contracts)
•    Experience with Oracle Procurement Systems.

Applicable Certifications:
•    Certified Professional in Supply Management (CPSM), Certified Commercial Contracts Manager (CCCM), Certified Professional Contracts Manager (CPCM) preferred or Certified Federal Contracts Manager (CFCM) for federal procurement role.
