Responsible for the Licensing and Compliance activities for the Barnwell Complex including Radioactive Materials Licenses, non-radiological environmental compliance, applicable permits and timely renewal of licenses and permits. Also responsible for customer waste acceptance approvals and coordination of customer contract renewals.
Ensures all licensing activities related to the Barnwell Complex are conducted in compliance with established rules, regulations, policies and procedures.
Develops and manages license and permit renewals.
Coordinates waste acceptance and waste shipment needs with both external and internal customers, while also serving as the single point of contact for the Complex.
Oversees non-radiological environmental compliance for the Barnwell Complex, including RCRA, EPCRA, stormwater and spill prevention programs.
Manages waste tracking for the BDF and Complex.
Provides oversight, direction and training to staff.
Obtains regulatory approval for new or revised facility construction and new waste processes.
Interacts with various regulatory agencies including South Carolina Department of Health and Environmental Control (SCDHEC) Environmental Protection Agency (EPA), and Nuclear Regulatory Commission as needed to facilitate regulatory approvals or resolve compliance concerns.
Routinely interfaces with customers, regulators and stakeholders. Coordinates contract approvals for BDF customers with BDF Director and ES contracts department.
Coordinates regulatory submittals and compliance deadlines with Complex personnel.
Supports Barnwell Complex workgroups, to ensure work activities are completed safely and in compliance with regulatory requirements.
Manages and oversees audits and assessments to ensure licenses, permits, and environmental compliance with regulatory requirements.
Administers and maintains the Barnwell document control program, including personnel supervision and monitoring of program performance.
Oversees the National Source Tracking System for the Complex.
Implements a safety culture for the department and ensures staff is accountable and committed to safety and compliance in accordance with EnergySolutions policies and procedures and all federal, state and local requirements.
Develops work scope and operating budgets. Monitors actual performance to budget.
Manages and directs work schedules for the department. Manages, trains, counsels, evaluates and disciplines staff.
Performs other duties as assigned.
Job Requirements/Skills
Solid understanding of radioactive and hazardous waste rules, design criteria, and principles
Ability to understand engineering and construction concepts
Strong verbal and written communication skills
Detailed knowledge regarding Microsoft Office software
Ability to build trust and negotiate effectively with external regulators
Ability to communicate effectively with the general public and with other stakeholders
Detailed knowledge regarding facility operations
Detailed knowledge regarding the use of EWIS and LLW Manifest database preferred
Physical/Mental Requirements and Working Conditions

Minimum Education, Experience and Certification Requirements
Education
Associate's degree required in a scientific or technical discipline or equivalent experience (at a minimum)
Bachelor’s degree preferred in a scientific or technical discipline.
Certifications
ES Certified Broker
Required Experience
A minimum of 5 years of experience in environmental and license/permit compliance. Experience dealing with state and/or federal regulators.
A minimum of 5 years experience in radioactive/hazardous waste management
