Job Summary Responsible for development of current, accurate, and complete cost estimates for bids, proposals, projects, change orders, and claims, including maintaining appropriate documentation of assumptions, methods, and supporting information used in the estimating process. Monitors and analyzes project cost estimates, expenditures, and forecasts. Develops estimates using various sources.
Job Duties/Tasks/Responsibilities
Develop accurate and complete cost estimates for bids, proposals, projects, change orders, and claims
Develops estimates of various types, including Conceptual, Order of Magnitude, Parametric and Detailed Bottoms up.
Performs activity-based cost estimates following the prescribed Generic Work Breakdown Structure (WBS).
Prepares a well-documented basis of estimate for each proposal/project.
Prepares detailed cost estimates by WBS element using Excel and Success Estimator, documenting all assumptions used.
Reviews all estimates for completeness and correctness prior to being submitted to management.
Develops total estimated costs for proposals and projects and summarize in a standard Proforma document for management review.
Maintains detailed backup documentation including vendor quotes, catalog pricing, equipment cut sheets to support estimated costs.
Maintains and applies current labor rates and indirect rates to all estimates.
Estimates cost impacts of risks identified in risk registers for quantitative risk analysis and determination of management reserve.
Applies and documents productivity factors and contingencies applied as appropriate for each estimate.
Conducts material quantity takeoffs using drawings and bid documents to support cost estimating.
Establishes cost estimating methodology.
Develops a cost estimating database and parametric data for projects and proposals.
Participates in the development of performance measurement baselines, earned value management and cost control.
Assists with variance analysis and to-go forecasts.
Works with management team to develop cost into price.
Coordinates vendor/ subcontractor requested quotes as related to specific WBSs of the estimate.
Promotes a team atmosphere among workers and staff to ensure everyone is working together.
Works under general supervision.
Reports to a supervisor or manager.
Works on projects/matters of moderate complexity
Performs other duties as assigned.
Minimum Education, Experience and Certification Requirements
Education
Bachelor's degree requiredor an equivalent technical degree
Certifications
American Society of Professional Estimators (ASPE) and/or Association for the Advancement of Cost Engineering (AACE) certification preferred
Required Experience
A minimum of 5 years of experience in the field or related experience required
Preferred Experience
Previous experience with the decommissioning of nuclear power plants preferred
Required and Desired Skills
Effective organizational and interpersonal skills
Effective written and verbal communication skills
Intermediate knowledge of MS Excel, MS Word, MS PowerPoint
Ability to develop estimates from all sources including Orthographic Drawings, Isometric Drawings, Valve and Line Lists and Major Equipment Lists and Sketches as required
Ability to develop labor unit rates based on the type of project as required
Advanced proficiency in the use of R.S. Means and Richardsons as required
